Program tutorials are basic, beginner tutorials that explain where tools are located and their basic use.
Effects tutorials are beginner to advanced tutorials that focus on creating an effect (such as stained glass) rather than how to use a specific program or tool.

There are some overlaps between Program tutorials and Effects tutorials (often both sorts are on the same site for instance) so check both sections for both program help and effects.
